Why I'm of two minds (one selfish) about Manhattan's congestion charge
Plus, rising food prices and climate change, and 'strangely' behaving ice.

As a resident of Manhattan, I noted with great interest the final approval late last week of congestion pricing for the southern half of the peninsula. It will mean that most vehicles going south of 60th Street will have to pay a $15 charge, with lower fees at night.
Overall, I favor it for its three main thrusts: reducing congestion, lowering pollution and raising money for public transport improvements.
But there are a couple of wrinkles.
